[UPDATE] 1.3 Incubating Status

Hi Everyone, 

Currently we have prepared the 1.3 Incubating and have it staged in staged-npanday 

The needed licenses have been updated. 

The 1.3 Incubating Docs have been deployed as well. 

Now all we need are: 

* The IP Clerance 

* The Official Vote for 1.3 to be passed to the Dev list and the incubator list 

Please feel free to add anything that we might be missing before we make the thread for the official vote for 1.3 Incubating
