   ## Expected Behavior
   `max_dbs_open` should default to a reasonable value given our default `q` is 8, and that default should be identical in the Erlang code and our `default.ini` file.
   
   ## Current Behavior
   I noticed
   
   ```erlang
   couch/src/couch_server.erl:-define(MAX_DBS_OPEN, 100).
   ```
   
   but default.ini defines max_dbs_open = 500.
   
   Further, our tests assume 500 is the default. See `config/test/config_tests.erl` line 364:
   
   ```erlang
           ?assertEqual("500", config:get("couchdb", "max_dbs_open")),
   ```
   
   ## Possible Solution
   Bump `MAX_DBS_OPEN` to 500.
