[I] Automate detection of chicken-egg providers [airflow]

### Body
We currently have to remember to add /remove chicken-egg providers whenever a provider that depends on the upcoming airflow release does not have yet a release that is compatible with airflow in PyPi.
Generally in PyPI constraints we are using providers from PyPI, only in case we are in this "transition" period that the provider from current sources, and there is no released provider in PyPI that satisfied the in-progress version of Airflow, we have to build and use the provider locallly - and we have to keep it in "chicken-egg" providers.
We should likely be able to automate that, rather than manually maintain the CHICKEN_EGG_PROVIDERS constant in global_constants.py
