The RexSimplify has optimized the 'not(x) is null' to 'x is not null'. However,this is incorrect.It is same to the case 'not(x) is not null' .

I have made a pr for the problem  [https://github.com/apache/calcite/pull/794,|https://github.com/apache/calcite/pull/794,anyone] Anybody can have a check for me,Thanks!
