[rms] A lost cause?

I'm too busy to contribute time to this right now and well there's no 
reason it seems to keep it around.  I propose closing it down.  This 
includes everything including the JIRA project for it and just putting 
it into the sandbox.  Later this might be resusitated.

Any objections?
