[vote] Release surefire plugin 2.1.2 and surefire 1.5.2

Hi,

I'd like to propose a new release of the surefire plugin 2.1.2 with
related dependencies (surefire and surefire booter 1.5.2)

Maybe a simple process of:

- saying it's close to a time for a release
- at that point no more issues assigned the fix version
- when the count goes to zero the voting starts
- 72 hours later the release happens or discuss why it was voted down

At some point we might even be able to automate this will a little voter 
app, or use the one we use for board elections. Still visible but much 
better audit trail.

As part of our development process, we should talk about when the vote
takes place, and ensure fixes don't go in after a vote has started,
without restarting the vote.

People develop abstractions by generalizing from concrete examples.
Every attempt to determine the correct abstraction on paper without
actually developing a running system is doomed to failure. No one
is that smart. A framework is a resuable design, so you develop it by
looking at the things it is supposed to be a design of. The more examples
you look at, the more general your framework will be.
