james 2.2.0RC2 config.xml

Hi!

I found an error in config.xml for james 2.2.0RC2.

The url for the ENTITY declarations in config.xml should be just 
"../conf/file-name" to get it relative to the position of config.xml 
instead of "file:../apps/james/conf/file-name".
