Apache Parent Process Pauses

We have been noticing that Apache has been pausing and not accepting requests 
over the last few months (End of Jan time frame)  If left alone the Apache 
process begins to start accepting requests again (takes anywhere from 1 min to 
5 minutes, and never longer than 5 minutes)

I have seen this with with Apache 1.3.23, 1.3.24  
I am running Linux RedHat 6.2 with 2.2.19-6.2.12smp kernel. 

This problem comes and goes as quickly as it starts. Hereis my http config:
