[I] go/adbc/driver/snowflake: Unable to set database options post initialization [arrow-adbc]

   ### What happened?
   
   I got errors when trying to set a known option to the database after initialization. 
   
   `[Snowflake] Unknown database option 'adbc.snowflake.sql.client_option.auth_token' (sqlstate: [0, 0, 0, 0, 0], vendor_code: -2147483648)`
   
   After looking at the code, I noticed the `databaseImpl` class only implements `SetOptions` and `GetOption`, but not `SetOption`.
   
   I believe `SetOption` missing is a bug and it should be implemented.
