getopt & interleave

It looks like opt->interleave is ignored by apr_getopt and honored by
apr_getopt_long. Is it a bug or feature? It looks more like a bug. If I
understand everything correctly, then interleave is for catching out
non-option strings. Any reason why this doesn't work with apr_getopt?
