[PR] HDDS-10989. Update release guide to bump release year [ozone-site]

## What changes were proposed in this pull request?
Include a paragraph in the release guide to bump release year. Albeit `release-year` does not seem to be used anywhere in Ozone like it does in [Hadoop](https://github.com/apache/hadoop/blob/06db6289cb40d34cd382080dedc86ff8ae437f9c/hadoop-hdfs-project/hadoop-hdfs/pom.xml#L280).

I'm not sure what the point of that last line in the Hadoop web UI is. It doesn't look like a copyright notice, and the version should be given by the software. If we want something like that, I think it should be automatically filled in at build time like [this](https://github.com/apache/ozone-site/blob/HDDS-9225-website-v2/docusaurus.config.js#L298) copyright notice on the new website. However it still looks to me like this is something we don't need in Ozone.

No Ozone is not using it as far as I can tell. Yeah Hadoop uses that in web UI footer. Ozone web UI can add that as well.
