[GH] (juneau/master): Workflow run "SonarQube" is working again!

- Task 3: S1186 empty bodies annotated (28 files), S1612 lambdas to
  method refs, S1948 transient fields, S5778 suppressed in 56 test
  classes, S3740/S115 suppressed per policy, S125 false positives skipped
- Hoist duplicate @SuppressWarnings to outer class in 6 session files
- Evaluate 6 working-notes TODOs: null contracts kept for sparse()
  collections, AnnotationInfo null assertion added, Constants.java
  deferred to TODO-151, JsonSchemaGeneratorSession NPE guard added
- Fix TraceContextResponseProcessor test expectation (FINISHED not NEXT)
- Fix f() single-quote format-string breakage in 5 files (10 call sites
  reverted to String.format to preserve single-quote output style)
- Fix Rest_PredefinedStatusCodes badPath test (string concat in RestContext)
