User story: as a cluster admin, I want to import users from a configuration file.

The {{airflow pools}} command supports the {{-i}} option to import pool configuration from a JSON file. This makes it easy to keep such configuration in source control in a .json file and apply it programmatically via the CLI. It'd be great if {{airflow users}} provided a similar option.
