Proposal: Remove "Traffic Analytics" wiki pages

The feature request for Traffic Analytics was captured in JIRA issue
TC-220, which was migrated to GitHub as Issue #943 (
https://github.com/apache/trafficcontrol/issues/943). In January, that
Issue was closed as out-of-scope for ATC. Therefore, I propose that the
information in those pages, having no further relevance to our project,
should not actually be moved over into any new documentation, issues,
blueprints, or the GitHub wiki, and instead all pages just be made into
links to #943.
