I've asked the board whether we should treat [https://hub.docker.com/u/apachebeam] as an ASF account or a third party's account.

If the former, then the answer to your question will be a mix of a) ASF policy and b) notes on adhering to the licensing in the docker image. If the latter then I'll suggest that the individuals owning the account discuss the topic with their counsel.
