The overview at http://incubator.apache.org/beehive/pageflow/pageflow_overview.html should mention that Page Flow is built on Apache Struts -- it's just important to make this clear. It might also be nice to give a few details on the relationship: raw Struts and Page Flow can work side-by-side in a webapp, page flows can interact with Struts modules, and you can use advanced Struts features *within* page flows (Struts merge).
