> do-release-docker, when run with -f, tries to checkin CHANGES.md, RELEASENOTES.md and all release tarballs to svn, however if the user doesn't have svn checkin access, the script fails at svn ci step and rest of the steps in *publish-release* are left untouched. Although majority users of the script have access to checkin, we should definitely provide an option to make svn checkin step no-op (similar to dry_run mode) for users without access.
