[PR] HDDS-14231. Reduce copying in OMFileRequest.getOmKeyInfo [ozone]

   ## What changes were proposed in this pull request?
   This PR reduces the copying in `OMFileRequest.getOmKeyInfo`.
   
   ### Modifications
   - Add private `OmKeyInfo.Builder(OmDirectoryInfo dirInfo)`
   - Add public `OmKeyInfo.Builder toKeyInfoBuilder()`
   - Modify public static `OmKeyInfo getOmKeyInfo`
