Add test case to ensure usability of URI privileges for HMS write protection, such that URI with no authority can be handled. e.g
* GRANT ALL ON URI 'hdfs://namenode:XXX/path/to/table'
* CREATE EXTERNAL TABLE foo LOCATION 'hdfs:///path/to/table'
