[I] [Improve][SDK] Optimize SequentialID class implementation [inlong]
gosonzhang opened a new issue, #11457:
URL: https://github.com/apache/inlong/issues/11457
### Description
The following parts of the current SequentialID class implementation are unnecessary:
1. A synchronous method is used when obtaining SeqId;
2. This field is actually a 4-byte integer, but a long type is used as an accumulator, adding additional out-of-bounds judgment processing
[1] https://github.com/apache/inlong/blob/master/inlong-sdk/dataproxy-sdk/src/main/java/org/apache/inlong/sdk/dataproxy/network/SequentialID.java#L26
