With QuorumJournalManager, it's not important for the ZKFCs to perform any fencing. We currently workaround this by setting the fencer to /bin/true, but the ZKFC still does things like create "breadcrumb znodes", etc. It would be simpler to add a config to disable fencing, and then the ZKFC's job would be simpler
