   It took me a while to figure out why prBot didn't respond to an `assign to next reviewer` comment from the author. It's because here: https://github.com/apache/beam/blob/8fb494544d7a3e1276372cb6710798b96c330d86/scripts/ci/pr-bot/shared/userCommand.ts#L79
   
   we lookup the label that the comment author is assigned to review for. The author is not assigned to review any labels.
