Created INFRA ticket for Nexus staging

Hey Guys,

I created an INFRA ticket [1] to reserve space on https://repository.apache.org/ for OODT. Releases that we stage and make here are sync'ed to Maven Central. For the future OODT releases, we can publish to Central as part of our release process once this is complete.
