[general] SVN mirror available in EU

Passing on a message from Apache Infra that may be of interest to people 
based closer to Europe than North America:


  A new Subversion read/write mirror located in Amsterdam is now
  accessible.  If you are in Europe, you can switch to it by:

  % svn switch --relocate https://svn.apache.org https://svn.eu.apache.org/

  This mirror is still undergoing some shakedown and testing, so
  if you experience problems, please contact the infrastructure-dev@
  mailing list.
