I was about to open a bugreport on this until I did a search for spamd
reports:
https://issues.apache.org/SpamAssassin/buglist.cgi?quicksearch=spamd
There are 195 reports, of which 90% or more seem to be new. Has the
spamd maintainer gone away and died?

This is where someone, apparently me, gets to say: patches welcome and
encouraged. :)
The SA devs are generally a pretty busy lot, and typically $DAYJOB doesn't
involve SA, so ...

The configuration reloads correctly. See whether your issue is OS specific.

last week. I'll probably have to cobble up a quick spamd

That's a rather broad comment plain-text search and includes totally
unrelated stuff.
Instead, try limiting your search on Component spamc/spamd, then do it
again without feature requests (Severity enhancement). This draws a
slightly different and more accurate picture.
