This has been done with

    Upgrade jQuery to 1.10.2/2.0.3

but only in master branch. It seems I forgot to merge it to wicket-6.x.

Wicket 6.13 will use 1.10.2.
You can use IJavaScriptLibrarySettings#setJQueryReference() to use any JQuery version at any time.
