problem with new release spi-fly 1.3.1

Hey all,

Bad news. Apparently the tests we have for spi-fly are not sufficient to
catch issues with some tricky aspects of OSGi metadata (even if you run it
through a resolver it's not enough) and so we got hit by
https://issues.apache.org/jira/browse/FELIX-6337 which breaks the
Provide-Capability header. I didn't catch this.

So, please do not attempt to use the 1.3.1 release as it won't work and
will be hard to debug why. I need to solve this and spin a new one. :(
