   Ozone did not have a filesystem provider in META-INF and this PR adds a filesystem provider for both ozonefs-lib-legacy and ozonefs-lib-current.
   
   Testing done: 
   I tested the map reduce robot tests for Hadoop27 and Hadoop32 after removing `fs.o3fs.impl=org.apache.hadoop.fs.ozone.OzoneFileSystem` and `fs.o3fs.impl=org.apache.hadoop.fs.ozone.BasicOzoneFileSystem` from the docker configs and verified that the tests pass.
