DrillBuf.setBufferManager() allows for providing a buffer manager to handle reallocation and freeing by operators.

At this time, the BufferManager is not used by everything else yet. OperatorContextImpl has not yet been converted to use the BufferManager. Once it has been, then a DrillBuf either uses the BufferManager or it doesn't, and this argument can be surfaced on its constructors, and passed through (optionally null) from the allocator's buffer() call.
