Status of ASN.1/Stub Compiler

Hello,

I haven't been able to find the answer to my question looking at the 
list archive.

What is the current status of the Java Stub Compiler?
I need to parse MAP interface messages (GSM protocol) for which I have 
the ASN.1 source. Is that the purpose of the Stub Compiler ?
