User authentication during LDAP server failure

Hi,
I am configured LDAP module to authenticate users against LDAP server, which
is working fine, but is there any option to configure "non-ldap" user?
E.g. to have an user, who can log in also in case of LDAP server failure or
when the LDAP server is not reachable.
