NIFI-9611 Removed unnecessary references to nifi-processor-utils

- Replaced nifi-processor-utils with nifi-utils where necessary
- Added direct dependencies on commons-lang3 where necessary

Most of the references appear to be based on {{StandardValidators}}, which is provided through {{nifi-utils}}.  These modules can be updated to use {{nifi-utils}} instead of {{nifi-processor-utils}} to avoid unnecessary direct and transitive dependencies.
