Window > Web panels flash during app deployment

Noticed some strange behaviour. Three panels Network Monitor, CSS Styles
and Browser DOM would flash for a short period of time (~1 sec) during
application deployment. None of the three panels are active or minimized
right before app deployment.

*Environment/Settings*
Windows 10 Home
NetBeans 12.1 (active panels: Projects, Files, Services, Navigator.
minimized panels (bottom):  Usage, Output, Notifications, Search Results)
JDK: 11.0.8
Tomcat: 8.5
Archetype: webapp (Java EE 7, source: 11)
Project Properties: Run > Browser > Chrome with NetBeans Connectors
