Because of concurrency issue in executor state transition, the executor state saved in standalone may possibly be {{LOADING}} rather than {{RUNNING}}. This is because of {{RUNNING}} state is delivered earlier than {{LOADING}}.

We have to guarantee the correct state changing, like: LAUNCHING -> LOADING -> RUNNING.
