   couchup does not seem to copy database permissions from 1.6.1 to 2.2.0

   I would expect the system to copy not only the data but also any permissions assigned to the database.

   1.  upgrade couchdb from 1.6.1 to 2.2.0
   2. startup couchdb
   3. run coucup replicate -a
   4.when viewing the couchdb instance on a web browser no permissions as replicated
