[dev] help with pending PR

Also, we have 41 PR pending.

Can everyone try to have a look at them and close a few before we cut a new release.

I'm working my way through the backlog of GCE PRs.

I merged a couple, but it looks like mirroring to GitHub is lagging and
ASFbot isn't closing the GitHub PRs.

Only a couple of those PRs are still relevant / active.

Some of those PRs are old / non-relevant anymore and some of those either
require feedback from us or from the PR author.

If we had admin access it would be easier for us and users to see what's
relevant since we could assign labels to the issues / PRs.

Maybe we should consider going the jclouds route - separate "non-official"
Github organization for Libcloud repo where we can directly manage issues...

Hi,

Sorry for the delay. Looks like everyone is busy and no one had a time to
review the PR yet.

I did have a look today and added some comments though. There is a bit more
work to be done, but after the comments are addressed, the PR should be
ready to be merged :)

A coworker of mine did this one to add some resilience to the client and
make the exceptions libcloud throws more useful to consuming code.
