Every Apache project I've ever looked at uses people.apache.org or now home.apache.org (or more likely github.io due to all the home.apache.org issues) to upload the generated website as a sort of staging area. After a release candidate is passed, the site is committed to svn and that syncs to the actual website. Nobody wants to update the site during a release candidate vote.

Anyways, I tried connecting from my work and it seems to work. I'll try again tonight at home, and if it still doesn't work, I'll update with my ISP/IP info.
