There is no way currently, not without creating a role account with the dev list as its email address; and we don't allow that as password resets etc would also go to the dev list.

There are many other ways. Share the filter with the project committers role is one way, then ask them to subscribe themselves. Or, as you say, forward the subscription say once a week.
