IP Clearance – update project status page

We checked again if all the paperwork for Apache Etch was done and
updated the Incubator Etch project status page
http://incubator.apache.org/projects/etch.html. The list of received
CLAs was sent to the private list too. Furthermore there are also some
information of the initial source commit and the source origin.

We have to apologize that the project status page was not updated at
the beginning of the project where all the stuff was already done.
