Is there some reason you can't read the page and decide for yourself whether you need to send a notification?

It is possible that the new regulations no longer require a notification, but it is also a fact that you can send a notification anyway, even when there is no need for one. If this is holding up a release, then just send a notification and release the code.  If you don't want to send a notification, then just don't include the security jar in your release -- have users download it themselves.
