[Notification] 8.3.0 is closing

Hi

The 8.3.0[1] release is closing to be ready. We have left only 2 Istio and
Prometheus integration related issues. +高洪涛@skywalking
<ha...@apache.org> told me, he plans to finish these two this week, as
this is planned to show at our DevCon.

So, I want to give a heads up, if any of you wants to add more to this
release, please reply here.
