Tomcat, jetspeed & cocoon

In the FAQ for Jetspeed there is a documented problem where only the title
bar is shown on the default page, because cocoon tries to render the page.
How do you fix this? I have set up the new context for content and  the
web.xml has virtually nothing in it. How do I configure it so that the
content directory does not have any xml action defined for it?
