Looking at the wiki for RCVD_ILLEGAL_IP
(http://wiki.apache.org/spamassassin/Rules/RCVD_ILLEGAL_IP), it lists multiple
segments who according to
http://www.iana.org/assignments/ipv4-address-space/ipv4-address-space.xml is
allocated. 
(Unallocated ipv4 adresses do not exist anymore)

I think RCVD_ILLEGAL_IP only need to cover the reserved private and multicast
segments now.
