Add httpConnector.maxPostSize and httpConnector.minPostInterval to default chukwa-agent-conf.xml

Default frequency and size to send data from Chukwa agent to Chukwa collector is default to 2MB every 5 seconds.  This should be documented in chukwa-agent-conf.xml.template file for people to tune these parameters to match their system configuration.
