What the patch does is that the RPC to the regionserver hosting the hbase:acl region is performed as the "loginUser", which in this case, is the master, as opposed to the end-user. Without the doAs as the master, the remote regionserver would not allow the RPC to go through since the end-user doesn't have write access to the hbase:acl table...
