Yes, you have been blacklisted.

Hitting 200k+ ops in 24 hours for 3 out of 4 days triggers an automatic 30 day ban. As an aside, 500k+ ops in 24 hours triggers the same ban.

There is no need for these sorts of traffic levels under any circumstances. svn exports [1] are provided explicitly to ensure that high loads such as these are not placed on the ASF svn servers.
