[I] [Docs] Explain why to zero-pad inlined strings in StringView [arrow]

### Describe the enhancement requested
The Arrow Columnar Format docs says to zero-pad inlined sort string bytes, but it does not explain why.
@bkietz explained why in this comment: https://github.com/duckdb/duckdb/pull/10481/files#r1482346807
Include that explanation in the docs.

After further discussion with @bkietz, the plan is to create an Arrow blog post that explains this and other context about StringView that might be useful to implementation builders. Since there is a fairly large amount this context to share, and it might be difficult to defend it all as clearly germane to the Format docs, it's better to have it in a separate blog post and not clutter up the Format docs with it. We can link to it from the StringView section of the Format docs.
