[PR] fix(web): format blank dates as unavailable [rocketmq-dashboard]

   ## Summary
   - render blank and whitespace-only date strings as unavailable
   - align blank strings with existing null/undefined formatting
   - preserve nonblank invalid values for diagnostics
   
   ## Testing
   - `NODE_OPTIONS=--no-experimental-webstorage npm test -- src/utils/format.test.ts --reporter=dot`

   Consolidated into #1563 as part of the batch consolidation of @123123213weqw's open PRs (merged into the rocketmq-studio branch), so closing this one. The change is preserved in the merged commit; please direct any follow-ups there.
