I have also attempted to replicate this bug, but did not have much success.
OS: Windows 7 Professional
Open Office: Version 4.1.2 (Build 9782)
Attempt #1
1. Opened OpenOffice Writer
2. Filled document with a few lines of text
3. Saved document as (.doc) Windows97/2000/XP
4. Closed OpenOffice Writer
5. Rebooted System
6. Located document, opened document using OpenOffice Writer
Outcome: Document Opened Successfully
Attempt #2
1. Opened OpenOffice Writer
2. Filled document with a few lines of text
3. Saved document as (.doc) Windows97/2000/XP
4. Closed OpenOffice Writer
5. Rebooted System
6. Opened OpenOffice Writer
7. Used File function to located and open document
Outcome: Document Opened Successfully
Attempt #3
1. Opened OpenOffice Writer
2. Filled document with a few lines of text
3. Saved document as (.doc) Windows97/2000/XP
4. Rebooted System
5. Opened OpenOffice Writer
6. Used File function to located and open document
Outcome: Document Opened Successfully
I believe this bug report would benefit from a few more details, such as the
circumstances/reason for reboot (possible update that causes issue?), along
with what Dave Wardlaw noted, such as a sample document which would help
replicate the issue.

I have tried to replicate this issue on the following configurations:
O/S: OS X El Capitan and Windows 10
Open Office: version 4.1.2
I was unable to replicate the issue and below are the steps I undertook on
both the Windows and Mac operating systems:
Scenario 1
1) Create a document in Open Office
2) Save the file as word 97
3) Close the document
4) Restart the machine
5) Try and reopen the document using the open option on the splash screen when
you first open OO
Outcome:
Document was opened successfully
Scenario 2
1) Create a document in Open Office
2) Save the file as word 97
3) Leave the file open
4) Restart the machine
5) Try and reopen the document using the open option on the splash screen when
you first open OO
Outcome:
Document was opened successfully
Scenario 3
1) Create a document in Open Office
2) Save the file as word 97
3) update the document but don't save these updates
4) Turn off the machine by pressing the power button
5) Try and reopen the document using the open option on the splash screen when
you first open OO
Outcome:
Document was opened successfully
The document I created just contained a short line of text and is attached.
It could be that the issue is related to a random reboot of the machine and not
a planned one or one that
was initiated by the user.
It would be useful if the reason for the reboot was added to the bug to aid
with replication as well as a sample
document on which the error occurs.
