LUCENE-9233 Add top level LICENSE file

This will tag our repo at GitHub as Apache 2.0 licensed

> Add LICENSE.txt to git root
> ---------------------------
>
> Key: LUCENE-9233
> URL: https://issues.apache.org/jira/browse/LUCENE-9233
> Project: Lucene - Core
> Issue Type: Task
> Reporter: Jan Høydahl
> Priority: Major
>
> GitHub does not know about Lucene's license since we don't have a top level LICENSE file in our git repo. When adding one through the GitHub UI we can select a template and our repo will show with the Apache-License icon in GitHub.
> I think we should add this.
